Voters Go Green - Green Initiatives in Colorado
Boulder Colorado voters approved two ballot initiatives this November with the intent to sever their relationship with Xcel Energy and to develop a home-ruled, municipally owned utility that would be environmentally greener and locally accountable. Issue 2B increased the existing utility occupation tax by $1.9 million a year. The money from the tax, which will be collected from customers of Xcel Energy, would be used by the city to cover the costs of moving forward with forming a municipal utility, such as more studies and legal fees. Issue 2C gave the city permission to actually form a municipal utility. It allows the city to sell the necessary bonds to take over the current system from Xcel Energy, but it states that the city may move forward with forming a municipal utility if it can start the utility with rates that are the same or lower than Xcel’s.
